Application background: the rise of energy cost and the increase of environmental psychological awareness have aroused great interest in the development and deployment of energy footprint and effective communication technology. The energy efficient efficiency of cellular networks can be increased significantly by selectively shutting down some base stations (BSS) during low traffic load. In this paper, we propose a scalable BS Handoff Strategy and base station service area closure using cooperative communication and power control to extend network coverage. The key technologies are trying to reduce the impact of information and communication industry on the environment. Recently, the energy consumption of communication network has received more and more attention. Although cellular networks account for a fairly small share of energy use, reducing energy consumption is beneficial from an economic point of view. In this regard, the deployment of small, low-power base stations, as well as traditional websites, is generally considered to greatly reduce the energy consumption of cellular wireless networks
