This paper is mainly based on the shortcomings of single layer satellite network and the difficulties in the implementation of GEO synchronous satellite, and leads to the LEO/MEO double layer satellite network. LEO/MEO double layer satellite network is composed of user layer, LEO layer and MEO layer. The user layer includes various types of user terminals, which can be portable and hand-held terminal, vehicle and aircraft terminal, etc.. LEO as the access layer satellite, is responsible for direct communication with the ground terminal. MEO satellite to complete the transfer, exchange and management functions.
